Sir: I am in receipt of your dispatch of June 25 (No. 13), and inclosures, and in answer thereto I have the honor to inform you that I have transmitted one copy of the Treasury circular to the minister of foreign relations of Bolivia, as will be seen by my letter addressed to him upon the subject, a copy of which is herewith inclosed and marked inclosure 1.

Sir: In connection with my note this day addressed to your excellency upon the subject of information received by the British Government and communicated to the Government of the United States touching upon the supposed action of the Bolivian Government with reference to the issuing of letters of marque, I inclose herewith a copy of a circular issued by the Secretary of the Treasury of the United States of America under date of the 21st June last, bearing upon the subject of the observance of the neutrality laws of the United States, all of which is most respectfully submitted to your excellency’s considerations.
