Sir: With reference to my note of yesterday’s date upon the subject of the coolie trade, I have the honor to inform you that I have this day received a dispatch from Earl Granville, in which he states that a telegram has been received from Her Majesty’s consul at Canton to the effect that a proclamation has been issued by the governor of Macao, ordering the cessation, within three months, of cooly-emigration from that port.
