With some emphasis, David asked me to tell you to avoid sending memos to him that contain such phrases as ‘deter Israel’s drift toward Taiwan,’ ‘links with the outcast nations of the world,’ and ‘cooperation between the Taiwan and Israeli lobbies.’” (Ibid.)
