7. Congo
Mr. Dulles said that we feel Gizenga will probably not come to the Parliamentary session in Leopoldville unless he is sure that his forces will win. He commented that this raises a policy question as to whether an attempt should be made to stop the Assembly. Mr. Bowles said that Mr. Bissell had raised this with him yesterday and that appropriate officials in the Department are considering the matter.
