532. Extract From Minutes of the 303 Committee1

An excerpt from the Minutes of the 303 Committee meeting held Monday, 7 August 1967, is set forth below for your information.

“Congo—Mr. Hughes circulated a memorandum from Ambassador Palmer to Mr. Hughes dealing with one more extension of CIA support [less than 1 line not declassified]. This memorandum is attached as a part of the record.2 The committee saw no other solution other than to approve this request. It was recognized that frustration is an endemic disease for any representatives of the USG in Kinshasa. It was [Page 776] hoped that this would be the last hurrah in a long musical comedy—one with a potential tragic finale.
