This message, conveyed by Ambassador Dobrynin to Secretary Rusk on February 27 as an oral message, was a reply to the message conveyed to the Soviet Government by Ambassador Thompson on January 22 (see Document 58). A memorandum of Rusk’s subsequent conversation with Dobrynin concerning the prospects for a peace settlement in the Middle East is in the Johnson Library, National Security File, Memos to the President, Walt W.
