245. Letter From the Special Representative for Trade Negotiations (Herter) to the Director of the Bureau of the Budget (Gordon)1
Dear Mr. Gordon:
I am enclosing for appropriate action an amendment to Executive Order No. 11052, entitled “Cotton Textiles and Cotton Textile Products”.2
As a result of this amendment, this Office would be represented on both the President’s Cabinet Textile Advisory Committee and the Interagency Textile Administrative Committee. In addition, a representative of this Office would serve on the United States Delegation to the Cotton Textiles Committee of the General Agreement on Tariffs and Trade.
I believe that the proposed amendment is appropriate for the following reasons. First, it is clear that international trade in cotton and other textiles will have a considerable bearing upon the conduct of the Kennedy Round in Geneva. Second, Executive Order No. 11075, as amended, establishing this Office provides that the Special Representative for Trade Negotiations shall advise the President with respect to international commodity agreements, such as the Long-Term Arrangement on cotton textiles.
I would appreciate whatever can be done to expedite consideration of this proposed executive order.
