No drafting information appears on the source text. The time and place of the meeting, which was held at the Department of Commerce, are taken from Secretary Rusk’s Appointment Book. (Ibid.) Another account of this meeting, drafted by Trezise, is in Department of State, Secretary’s Memoranda of Conversation: Lot 65 D 330. The January 21 date of the meeting given in that memorandum of conversation has been corrected to January 20 on a note listing the participants in Rusk’s Appointment Book, which also confirms that the only meeting of the Board attended by Secretary Rusk in this period was on January 20.

An attached abstract of secretarial correspondence prepared by Jack N. Behrman for Secretary Hodges on June 24 summarizes the status of an agricultural quid pro quo on East-West trade. Also attached is a note to Behrman saying that Secretary Hodges wanted him to see the Secretary’s letter before it was sent and asking him to initial the note after reading. Handwritten on this note is “O.K.” followed by Behrman’s initials and a June 25 date.

The meeting was held at 1201 E Street, N.W. A handwritten note on the first page of the source text from T. W. (not further identified) to Jack N. Behrman, August 25, reads: “I think this should be most thoroughly studied.” Attached to the source text is an August 25 handwritten note, from Behrman to Secretary Hodges, that reads: “This one you will want to read and follow.”

Because a typed notation on another copy, attached to this explanatory memorandum, indicates that the memorandum printed here was retyped in U, Ball or his staff may have redrafted parts of it. No earlier draft has been found.

An attached short covering letter from Sarnoff to Secretary Rusk, March 5, indicates that he was sending Rusk a copy of his letter to the President. Also attached is a letter from G. Griffith Johnson to Sarnoff, March 19, which thanked him for sending a copy of his letter to the President and concluded: “I trust that you find the recent interagency decision a satisfactory resolution of the matter.” Johnson was apparently referring to a recent interdepartmental meeting during which it was agreed that if the Soviet Union was seriously interested in buying the U.S. color television system, then the U.S. Government would also be willing to include the video recorders. U.S. officials believed that COCOM would probably approve export of the recorders as part of a larger package. RCA was to be informed of the U.S. decision on March 15. He added that if the President decided on an early release of the report, Miller could provide the Business Council with a brief account of the contents at its May 7 meeting. (Ibid.)
