Editorial Note

On April 8, President Truman designated William H. Draper, Jr., to be the United States permanent representative to the North Atlantic Council and nominated him to be United States Special Representative in Europe with the rank of Ambassador. In this dual capacity, Ambassador Draper would represent the President of the United States, the Secretaries of Defense and State, the Director for Mutual Security, and the Mutual Security Agency. To assist Ambassador Draper in his role as permanent representative, President Truman designated Livingston T. Merchant, Special Assistant for Mutual Security Affairs, as alternate permanent representative to the North Atlantic Council, and to assist Draper in his role as Special Representative in Europe, designated Frederick L. Anderson, the Deputy Special Representative in Europe, to be Ambassador Draper’s general deputy.
