Editorial Note

Representatives of the United States and Colombia initiated negotiations for a bilateral military assistance agreement at Bogotá on January 21, 1952. Documents pertaining to the negotiations are in Department of State file 721.5 MSP for 1952. Concurrent with the negotiations for the military assistance agreement, representatives of the United States and Colombia conducted negotiations for a related bilateral military plan, which was also signed on April 17. The “Plan of the Governments of Colombia and the United States of America for their Common Defense,” undated, was transmitted to the Department of State under cover of despatch 956, dated April 21, 1952, not printed (721.5 MSP/4–2152).
