Secretary’s Memoranda, Lot 53 D 4441

Memorandum of Conversation, by the Secretary of State

top secret

At the NSC meeting this afternoon the first paper discussed was no. 114.2 The President asked Mr. Lovett for comments who then requested that the paper be put over for one week stating that figures furnished by the Department of Defense to the Senior Staff had turned [Page 117] out to be hastily prepared and erroneous. He illustrated this at some length.

The President agreed for the paper to go over, but expressed very strong determination that steps had to be taken to accelerate the program. It will be referred to the Senior Staff and discussed next week.

[Here follows discussion of another subject.]
