Editorial Note

On March 28, the staff of the National Security Council prepared a report whose purpose it was “To define the policy the United States should follow with respect to shipment by the United Kingdom of arms to certain Near Eastern states within the framework of United Kingdom plans for joint defense of the Near East by the United Kingdom and the states concerned.” The report, identified as NSC 65, is printed on page 131.
