Work was initiated on the composition of the United States Delegation to the fifth regular session of the General Assembly in the first instance in a memorandum by the Secretary of State to President Truman, July 20, and approved by the President on the same date. Secretary Acheson had particularly recommended the restoration of Congressional membership on the United States Delegation, there having been no members of either House of Congress in the United States representation since 1946.
