Editorial Note
At their third session in Paris, November 10, the Foreign Ministers of the United States, United Kingdom, and France agreed on the desirability of an early accession of Germany to the International Authority for the Ruhr. It was also agreed that German cooperation in matters of common European concern should be obtained as far as practicable. The Allied High Commission was charged with the responsibility for securing early action by the German Government on these matters.
