1625. Please deliver a note, the substantive portion of which should be as follows, to the Generalissimo or the Minister for Foreign Affairs in your discretion, referring to the Dept’s 1296, August 21, 8 p.m.:22

“In regard to the projected establishment of a Far Eastern Advisory Commission, the Chinese Government is informed that the Government of the United Kingdom has requested that India be included as a member of the Commission and that the Secretary of State has indicated his assent to the request. Does the Chinese Government concur in the inclusion of India?”23
