621. USFET Main17 has advised Commanding General, Eastern Military District,18 that reports are being received indicating Germans are entering U.S. zone in violation of policy agreed upon at Potsdam. Reputedly these entries are result of treatment of German elements in Czechoslovakia that prevents orderly and humane transfer. Commanding General is directed to submit for transmission to State Department a factual report on Czech treatment of Germans and its probable effect upon latter’s migration to U.S. and other zones in Germany.
