Memorandum of Conversation, by the Director of the Office of Far Eastern Affairs (Ballantine)

Mr. Chen23 said that the other day he had been informed by Mr. Vincent24 that the United States Government did not intend to raise any Far Eastern questions at the Council of Foreign Ministers in London. He said that he had been instructed by his Government to inform the Department that the Chinese Government likewise did not intend to raise any Far Eastern questions there.
