I received your message.79 I inquired Molotov, but have not yet his answer. I became acquainted with the matter and came to a conclusion that if the question relates to the participation of France and China in the settlement of the Balkan affairs, these governments, according to the exact meaning of the decisions of the Berlin Conference, must not be invited to participate.
