Sir: With reference to previous correspondence2 concerning the establishment of aids to navigation at Nuevitas and Manzanillo, the Department has now been informed by the Navy Department that the Coast Guard is now prepared to establish and maintain at its own expense for the duration of the war the following aids at Manzanillo:

[Here follows a list of buoys and lights with their locations in latitude and longitude.]

Plots of ground fifty feet square with the lights as their centers are required, with the right of ingress and egress for maintenance purposes. It is necessary to have also a clear view right of way between the range lights and for one hundred feet on either side of the line of the Roncador Shoal range.

The Embassy is requested to make appropriate arrangements with the Cuban Government for the establishment of the aids to navigation set forth above. It is expected in this connection that the Cuban Government will cooperate in this work by arranging for the occupation of land sites at its expense for the four shore lights.
