1058. ReEmbs 1585 October 4, noon.45 Difficulty which has suddenly developed here necessitates postponement of staff talks. War and Navy Departments have informed General Brett and Captain Stone.
Please convey Department’s regrets to Fernández,46 explaining that delay is only temporary.
Your instructions will be sent as soon as possible. In the meantime you may wish to ask Military or Naval Attaché to show you copy of basic mimeographed instructions47 for officers holding staff conversations.
