The Ambassador in Honduras (Erwin) to the Secretary of State

327. Reference Department’s 265, October 30, 9 p.m.40 It became appropriate to clarify Salvador recognition in connection with general discussion with Foreign Minister41 today. The reason for precipitate action here was fact Honduran Government and present Salvadoran Government have a community of interest growing out of developments in Guatemala. Foreign Minister regards present Salvadoran regime as protection to Honduran border42 especially since it is expelling enemies of the Carías43 government who have been plotting in San Salvador.

The Honduran Government considers that the new Salvadoran regime acquired power through constitutional means.
