327. Reference Department’s 265, October 30, 9 p.m.⁴⁰ It became appropriate to clarify Salvador recognition in connection with general discussion with Foreign Minister⁴¹ today. The reason for precipitate action here was fact Honduran Government and present Salvadoran Government have a community of interest growing out of developments in Guatemala. Foreign Minister regards present Salvadoran regime as protection to Honduran border⁴² especially since it is expelling enemies of the Carías⁴³ government who have been plotting in San Salvador.

The Honduran Government considers that the new Salvadoran regime acquired power through constitutional means.
