436. Reference your 626, October 26, noon [4 a.m.].38 You are requested, carefully choosing a suitable opportunity, orally to inquire of the Foreign Minister39 why his Government, in view of the provisions of Resolution 22 of the Committee of [for] Political Defense at Montevideo, has recognized the new Salvadoran regime without consulting the other American republics. You should make it clear that this Government and other American governments are now exchanging information regarding the question of recognizing the new Salvadoran regime. This Government attaches the highest importance to the principle of inter-American solidarity and feels that the American republics should act in concert in such matters of common concern.
