2423. American Interests, Japan. Department’s 435, February 9.27 Foreign Office note April 14 states Swiss Legation, Tokyo, telegraphed [Page 939] April 13, it had been advised by Japanese Foreign Office that commanders all internment camps Japan28 informed that POWs and civilian internees should be permitted date correspondence.
