The Ambassador in Turkey (Steinhardt) to the Secretary of State

664. The Minister for Foreign Affairs has now agreed to reduce to 4,200 tons monthly the deliveries of chrome to Germany. This is approximately 50 percent of the rate at which deliveries have been made during recent months. He has also agreed to substantially increase deliveries for British account to the accessible ports.
In view of the foregoing and particularly by reason of the nature of the joint declaration which the British Ambassador and I are presenting to the Minister for Foreign Affairs today concerning the delivery of strategic materials to Germany by Turkey it would seem that delivery of the President’s proposed letter to President Inonu would serve no useful purpose.19 For the Department’s information the letter was received today.
