813. Further reports indicating change in Soviet attitude give increasingly hopeful tinge to local picture.
Iranian Chief of Staff says Russian restrictions on Iranian troops Tabriz have been removed and situation there restored to status quo ante. He also states his reports indicate all quiet throughout Russian zone. Soviet military here and Tabriz appear to be trying to explain, minimize or disavow reported arbitrary actions of officer commanding at Tabriz and have suggested formation of mixed Soviet and Iranian military commission to investigate. (Purely Iranian mission to investigate recent events has either left or is supposed about to leave for Tabriz.)
Soviet railroad authorities today informed Cereals and Bread Section85 they had accepted proposed program for rail movement of grain south to Tehran during November. If made in good faith this statement means that ban imposed by Russians October 16 on civilian goods transport to and from northern zone has been lifted.
Unconfirmed report originating in Iranian Foreign Office says Kavtaradze has been recalled to Moscow.
