Memorandum of Conversation, by the Under Secretary of State (Stettinius)

Dr. Daftary, the Iranian Chargé d’Affaires, called this afternoon at his request.

[Page 467]

He stated that he had been instruction [instructed] to call upon me immediately to advise me of the deplorable relations between Iran and the Soviet Union. He said that the Russians captured many Iranian troops and police in the northern part of the country, had taken their weapons and ammunition, and that the highways had been cut off and large segments of the population left without water and food. He characterized the situation as most distressing and critical and stated that his Government was appealing to the United States to take a firm position with Russia immediately.
