The Ambassador in Iran ( Morris ) to the Secretary of State

795. Following is exact text of my note to Prime Minister as requested in Department’s 643, October 28:74

“I have the honor to inform Your Excellency that I have been instructed by my Government to inform Your Excellency’s Government that the American Government has taken note of the Imperial Iranian Government’s decision to postpone all negotiations in connection with petroleum development in Iran. While the two American firms which have gone to considerable expense and effort during the past year in pursuing these negotiations are naturally disappointed my Government is confident that the Iranian authorities were acting in good faith. The American Government expects of course that if and when the Imperial Iranian Government is in a position to consider applications for concessions the applications which American nationals may wish to make will receive no less favorable treatment than the applications made by the nationals or Government of any other country. The American Government furthermore expects that the Imperial Iranian Government will inform it or the interested American companies immediately the Imperial Government is ready to consider applications.
