The Ambassador in Iran (Morris) to the Secretary of State

787. Local press has been informed presumably by Iranian Government of receipt by Prime Minister of my note regarding oil concession presented in accordance with Department’s No. 622, dated October 16. As usual note was badly mangled by Persian press and one purely imaginary statement attributed to my note stating that “Iran is an independent country and therefore free to make its own decisions and [Page 462] determine its own destiny” has aroused curiosity of local Soviet Embassy which has requested copy of actual note in question. I have informed Embassy that Persian version is erroneous but that copy of actual note exchanged by my Government with Iran may not be furnished it without consent of two Governments involved.

Sent to Department, repeated to Moscow.
