712. Dept concurs in position taken in your conversation with the Prime Minister, as reported in urtel 890, December 1. Dept believes that, in view of intervening developments you acted wisely in refraining from informing Iranian authorities of the purport of our 679, November 20.45 The intent of that message was not to suggest Gresham as a possible successor to Millspaugh but merely to express concurrence in his continued service in Iran as an American who has demonstrated good performance and cooperation with the Iranians.
