901. Nearly every Deputy who spoke during debate on new Cabinet whether supporting or opposing Bayat took occasion to attack Millspaugh violently.

At one point in reply to a question the Prime Minister is reported to have said that if one of the world’s greatest political leaders such as Churchill were brought to administer Iran no progress would be made so long as Millspaugh remained.

In his concluding speech yesterday Bayat said that the question of the foreign employees would be among the first to be studied by the Government and that action would be taken within 10 days to settle the status of the Administrator General of Finances. This promise was enthusiastically received by the Deputies.
