The Secretary of War ( Stimson ) to the Secretary of State

Dear Mr. Secretary: The Chief of the U.S. Military Mission to Iran, General Ridley, has submitted a report on his Mission and has recommended that the Mission be recalled. A copy of this report and recommendation are attached hereto.12 The War Department agrees with General Ridley that there exists no military necessity for this Mission and that virtually its entire usefulness to Iran has already been accomplished. It is felt that the Mission should be withdrawn [Page 413] whether or not the Iranian Government agrees. However, the Military Mission to Iran originally was dispatched because of State Department considerations and no action leading to its withdrawal will be taken without your agreement. Will you kindly inform the War Department of your views on this matter.
