The Chargé in Iran (Ford) to the Secretary of State

352. Following is paraphrase of draft mentioned in first sentence of final paragraph of my immediately preceding telegram:

“For the reason that I want to help your country and am interested in its welfare, I have been deeply disturbed by instructions [obstructions?] placed in way of American Mission and propaganda against it. I repose full confidence in Dr. Millspaugh, and if necessary assistance and support are given by Majlis and Government, I feel sure he and his associates will be able successfully to accomplish their undertaking.

Therefore, I ask that full and prompt support be given to him and that all departments of the Iranian Government be issued strict instructions to follow without obstruction or delay all decisions, within scope of authority which has been granted him, that he may take.

Any movement to restrict his field of usefulness or reduce his powers would cause me grave concern. According to my understanding, Dr. Millspaugh’s economic powers will come to end at termination of war emergency. I consider that any reduction of his authority prior to that time would imperil success of his work and that relations between our two countries might thereby be prejudiced.”
