103. During Medjliss debate on new Cabinet,35 two or three deputies criticized absence of treaty or other legal sanction for presence of American troops in Iran. In his reply yesterday Premier Bay at gave assurance that action would be taken to conclude a special agreement on this subject at earliest possible moment.
