The Chargé in Iran (Ford) to the Secretary of State

527. Soviet Ambassador Maximov at regular tripartite meeting July 21, stated he was most alarmed at present tone of Iranian press, particularly as regards attacks on Allies. He specifically cited newspaper Darya which appeared towards the end of June and which has published a number of articles bitterly attacking the United States and Great Britain, particularly over the hunt for oil concessions. This paper has been generally held to have Soviet leanings if not definite backing, a report given some credence by the British Embassy.

Maximov said he deplored such attacks on the Allies and proposed that the press Attaches of the three Embassies meet to form plans for united representations to the Iranian Government. While I made no commitment in this connection, there would appear to be considerable merit in the proposal, if only from point of view of further [Page 343] inter-Allied exchange of views, and I would appreciate any instructions or comments the Department may care to make. I welcome Soviet Ambassador’s initiative in proposing joint action in a matter of concern to the Allies in Iran and feel it a most encouraging indication of increased Soviet desire for cooperation. On other hand, this is dangerous ground, and while Legation is prepared vigorously to defend American prestige as reflected in local press, it does not propose to participate in muzzling tactics or otherwise to pull chestnuts from fire on behalf of either Soviets or British.
