1700. Reference your 2949, May 10. Soviet Government is being requested urgently to permit a Japanese vessel to enter Vladivostok and, if not, to designate another acceptable port. Pending consideration of Soviet Government’s reply Department is not making public text of Japanese proposal and considers it inadvisable at this time even to inform Intercross in confidence of Japanese Government’s conditions. Department will inform you when latter may be done, if at all.59

In telegram 1981, June 9, 7 p.m., to Bern, the Department authorized communication to the International Red Cross of the text of the Japanese proposal as well as the text of the Department’s reply contained in telegram 1888, June 1, p. 1035.
