Mr. Harry A. McBride, Special Representative of President Roosevelt in Liberia, to the President of Liberia ( Barclay )

My Dear Mr. President: In our recent conversation I had the honor of informing you that in order to safeguard the health of United States troops, the United States War Department requested the cooperation of the Liberian health officials in a manner similar to that existing in the United States between the Army authorities and the local Federal and State agencies.

The War Department requested that American Army medical authorities be given health and sanitary control in all strictly defense areas which may be set-up under our agreement, as well as in any contiguous areas which such medical authorities might deem to present a health hazard to the United States troops. It was my understanding that you are willing to grant these facilities in the plans now being made for the defense and protection of the Republic.
