88. From McBride. Department’s 52, March 13, 4 p.m. Am deeply concerned at delay in approval of agreement. Our position is weakening daily here due to increased submarine activity, two ships having been sunk off Liberian coast within a week, one of them within sight of Cape Palmas, and to Department’s instruction to evacuate American nationals.16 Liberian Government now so anxious about situation that I am afraid difficulty may be met in proceeding with agreement here unless it is forthcoming immediately. Strongly recommend it be approved in present form. Any changes that may be desired could be incorporated in a subsequent amendment. [McBride.]
