The Acting Secretary of State to the Chargé in Liberia (Wharton)

53. Your 64, March 10, 9 a.m. For McBride. In order to insure that the fullest protection against disease will be accorded to the United States armed forces and with the view to improving the health of the native population, the War Department explains that there should be a degree of cooperation between Liberian health officials and the United States forces similar to that now existing in the United States betweeen local, state and federal health agencies and army authorities. It is felt by the War Department that the United States forces should have under their control all strictly military areas, as well as any contiguous areas which would present a health hazard to American troops by reason of existing conditions.
