52. Your 71, March 12, 3 p.m.15 For McBride from Villard. Text of agreement is satisfactory as far as we are concerned but War Department has not yet given its approval. Except for possible minor modifications we do not believe that any change will be necessary. Official reply will be sent as soon as possible.

Please repeat last paragraph of Legation’s 68, March 11, 9 a.m., which appears incomplete. Our telegram regarding Lend-Lease aid should more than answer credit question.
