Reference my telegram 22, October 22, 10 p.m. [a.m.] In a conversation with the High Commissioner today he said he felt that any improvements in present air bases here should be subject of an agreement between the Free French, Australia and American Governments and that he was averse to any work being done until such an agreement was made. He insisted that the matter should be handled through the Free French representative at Washington, not here.
