Refer Department’s November 13, 11 p.m.¹⁶ It is Department’s understanding that arrangements being worked out by General Short and Air Commodore Saunders will include through flights to be made by United States service aircraft over New Zealand territory or mandated islands. It is understood that this is agreeable to New Zealand military authorities. Please mention matter in strict confidence to appropriate high officer of New Zealand Government.
