358. Referring to my telegram 330, May 3 [31] 5 p.m.,9 concerning transit visas through Germany of American citizen refugees from Yugoslavia and also Americans from Hungary who desire to return to the United States. From information received from the Embassy at Berlin and from the attitude of the German Legation here it appears that there is small probability of such visas being granted unless the Department exerts pressure upon the German Embassy at Washington.
