The Secretary of State to the Chargé in Germany ( Morris )

1695. Your 2264, June 9.9 MacVeagh10 has informed Department that he has advised you of situation prevailing in Greece with regard to the delay in the issuance by the German authorities of exit permits for American citizens who are desirous of returning to the United States, and other offices report refusal of German authorities to grant transit visas to American citizens.

The Department is fully appreciative of your efforts to reach with the German authorities a satisfactory solution of the whole question of the issuance of exit and transit visas to Americans. Department wishes you to consider this telegram as evidence of its desire now to obtain from the German authorities assurance that prompt action will henceforth be taken on the applications for exit permits and transit visas made by Americans in Greece and elsewhere desiring to return to the United States, arrangements for which, owing to disruption in means of communication and transportation, are sufficiently difficult even if not complicated by the delay now being experienced in obtaining exit and transit visas.
