Department’s telegram No. 8, January 8, 3 p.m. Pedregal informs Embassy confidentially that after three conversations with President Aguirre he is encouraged to feel that Fomento plans may proceed perhaps on an installment basis until political situation here becomes better settled. He tentatively plans to leave by plane about February 1 for Washington.
