Memorandum of Conversation, by Mr. Walter N. Walmsley, Jr., of the Division of the American Republics

After consulting the appropriate officers of the Division, Mr. Walmsley spoke to Dr. Konder as follows with regard to the latter’s inquiry of November 15 regarding the construction of the transcontinental Arica–Santos Railway. The Department, acceding to the request of the Bolivian Government, had obtained through the courtesy of the War Department the services of two officers of the Corps of Engineers, [Page 553] United States Army, to make a survey of the feasibility of constructing a line between Vila Vila and Santa Cruz in Bolivia and the possible cost. The project has not been further examined, but the Army Engineers in question are presently in Bolivia.
