83. The Minister for Foreign Affairs12 informed me today that on three occasions during the period August 28–September 12, patrols of Honduran uniformed soldiers crossed 300 to 500 yards into Nicaraguan territory in region near Somoto where boundary line is definitely determined and arrested two Nicaraguan citizens who were taken [Page 450] into Honduras. The Nicaraguan Government plans to lodge protest with Honduran Government in the near future. The Nicaraguan Government does not consider the incident serious.
