My telegram No. 24, March 5, 1 p.m. It is my considered opinion that unless the British Government is willing to enlarge the terms of reference there is grave danger of an immediate breakdown in the negotiations. Please forward this opinion to Mr. Welles. The British Minister is of the same opinion.
