President Roosevelt to the Secretary of State

My Dear Mr. Secretary: I am anxious to get in specific form from the several departments that are concerned with our economic relations with Latin America, the combined judgment of the Secretaries of the Departments of State, Treasury, Agriculture and Commerce relative to the action which this government should take. I am enclosing a copy of one of the many memoranda I have received relating to this subject.19

Inasmuch as the matter is of great urgency I request that you report to me not later than Thursday, June 20.

I wish you would take the initiative in calling this group together.
