296. For the Under Secretary from Fenwick. Neutrality Committee expects to dispose of current business by the end of next week. Argentine and Mexican members leaving but with the understanding that they will return at call of chairman if important new business arises. Remaining four members can hold sessions under new rules of procedure. No formal recess being taken. Would suggest that invitation to chairman of the Committee to attend coming consultative meeting of Foreign Ministers⁹² as observer would be received appreciatively by the Committee. [Fenwick.]
