In view of the fact that the Uruguayan Government has already circulated to the other American Republics a proposal for a joint declaration regarding the invasion of Holland, Belgium and Luxemburg,79 I am sure that you will concur with me as to the disadvantages of duplication in these matters and that you will agree that the Uruguayan proposal takes care of the situation adequately.
